Abstract:<br/><br/>Transparency in financial management within educational systems involves open disclosure, budget allocation, procedures, and financial decision-making processes to stakeholders, fostering accountability, trust, and efficient resource utilization. This descriptive-correlational survey research determined the transparency practices in the utilization of funds and stakeholders' support in public elementary schools in the Districts of Anini-y, Hamtic, and Sibalom North, Schools Division of Antique. Data were gathered using a validated evaluation tool on transparency practices in the utilization of funds and stakeholders' support in public elementary schools.<br/>Statistical tools used to interpret the data were frequency, percentage, mean, and standard deviation for descriptive analysis and t- test for Independent Samples, One-Way ANOVA, Multiple Regression and Linear Regression were used as inferential statistical tools. Significance level for all inferential data was set at alpha 0.05 at two-tailed test. The study found out that the transparency practices in the utilization of funds in public elementary schools in the areas of budgeting, accounting, procurement, and public information is "good".<br/>The level of stakeholders' support in public elementary schools in terms of leadership and governance, curriculum and learning, resource generation and accountability as assessed when taken as a whole group and when classified according to variables considered are "high".<br/>No significant differences existed in the transparency practices in the utilization of funds in public elementary schools in the areas of budgeting, accounting, procurement, and public information when classified according to school location, school size, school heads' position and type of respondents.<br/>In stakeholders' support, significant differences are found in the areas of leadership and governance and resource generation as to type of respondents only. No significant differences existed in the level of stakeholders' support in public elementary schools in the areas of leadership and governance, curriculum and learning, resource generation and accountability when classified according to other variables considered in this study.<br/>A positive significant relationship existed between the dimensions<br/>of transparency practices and stakeholders' support as well as with the dimensions of stakeholders' support and transparency practices in public elementary schools.<br/>All aspects of transparency practices - budgeting, accounting, procurement and public information - were found as determinants of<br/>stakeholders' support in public elementary schools.<br/>The study concluded that the ability of public elementary schools<br/>in the Districts of Hamtic and Sibalom North to employ good transparency practices in the utilization of their funds significantly<br/>influence the extent by which their respective stakeholders can manifest their support, hence, it is concluded that these constructs are directly interrelated.<br/>The study recommended that the Department of Education must ensure that school personnel in-charge of managing school resources are continuously apprised with the significance of transparency in government service and that compliance to policies that foster transparency should be systematically monitored. |
