Summary, etc. Abstract<br/><br/>This descriptive-correlational survey research aimed to determine the level of implementation of the NRP and reading performance in public elementary schools in a school's district in the Schools Division of Antique as basis for an intervention program. Data were gathered using the survey-checklist on the implementation and challenges met in the implementation of the NRP as well as EOSY Phil-IRI results for SY-2023- 2024.<br/><br/>Statistical tools used were frequency, percentage, mean, and standard deviation for descriptive analysis and t-test, ANOVA, LSD and Pearson's r for inferential analysis. Significance level for all inferential data was set at 0.05 alpha.<br/><br/>Results revealed that the level of NRP implementation in public elementary schools in terms of objectives, strategies and activities was ""very good"".<br/><br/>The learners are in the ""instructional"" level of literacy in terms of word recognition, vocabulary and comprehension as an entire group and as to variables considered. No significant differences existed in the implementation of the NRP in terms of obiectives, strategies and activities as to variables considered. However, significant differences existed ir learners' reading performance in terms of word recognition, vocabulary and comprehension as to variables considered, except in terms of vocabulary as to school size, where no significant differences existed There is no relationship between the implementation of the NRP and learners' reading performance. The challenges that prevailed during the NRP implementation were only ""slightly felt"" by the teacher- implementers, with teaching loads and related chores as the topmost challenge<br/><br/>The study concluded that public elementary schools were substantially prepared to implement the NRP. Learners need moderate support to attain the ideal literacy level in reading. The proposed reading intervention program ""SMARTER"" (Specialized Marungko Approach in Teaching Reading) is strongly recommended to sustain the implementation of the NRP<br/><br/>Keywords: implementation, NRP, reading performance, challenges met
